The Richard W. Collins III Leadership with Honor Scholarship program was established to promote the state’s compelling interests in educating diverse student bodies and in achieving diversity in ROTC programs. In 2017, The Maryland Higher Education Commission (MHEC) created the scholarship to preserve the legacy of its namesake, a 2nd Lieutenant in the U.S. Army who was tragically murdered. The award includes an amount of at least $500 for a semester and $1,000 for a year.

Who Can Apply?

- The minority students who are enrolled in ROTC programs at Maryland’s four HBCUs: Bowie State University, Coppin State University, Morgan State University, or University of Maryland Eastern Shore can apply for this scholarship.
- You must also be Maryland residents and U.S. citizens to qualify.
- Must show financial need and possess academic and leadership qualities that are reminiscent of Richard W. Collins III.
- Must be a member of a ROTC program.
How do I Apply?

- You will have to submit a Free Application for Federal Student Aid (FAFSA) online at https://studentaid.ed.gov/sa/fafsa or submit the MHEC One App online through the Maryland College Aid Processing Portal (MDCAPS) for any applicant who is ineligible to receive federal aid but is eligible for in-state tuition by July 15.
- Must complete the Richard W. Collins III Leadership with Honor Scholarship application online through the MHEC One App by the established deadline.
- Must submit documentation by the established deadline, from the institution confirming that the applicant is a minority student or a student who is a member of another group historically underrepresented in Reserve Officer Training Corp (ROTC) programs.
